We compare the death toll of the 1986 Chernobyl disaster with a counterfactual “Coal Chernobyl”: a Soviet-era coal plant generating the same electricity as Chernobyl, operating continuously from 1977 to 2023. Our findings show that such a plant would have caused far more premature deaths, primarily from respiratory illness due to fine particulate pollution. Counterintuitively, it would have released more radioactive material over a much longer timespan than the actual Chernobyl accident. Even history’s worst nuclear disaster caused less harm to human health than decades of coal-fired power from the same period.
